CONTEXT
The MSF movement is organised around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices around the world. The MSF Operations Centre in Brussels is one of these directorates. Operations are carried out by project teams. They are guided and supported by country coordination teams and operational cells, regional support teams, the emergency unit and other operational support units.
PURPOSE
The primary purpose of this role is to support the implementation of the new Rewards Review (RR) policies and deliverables, as well as to map the current implementation of C&B policies across the various OCB projects. The scope includes all employee statuses, both national (HQ, delocalized staff and local hired staff) and international. It plays a key role in establishing and maintaining a fair and equitable system that balances cost effectiveness, talent attraction and retention, and MSF's associative culture.
The Compensation & Benefits Mobile Implementation Officer (C&B MIO) works on several programs under the supervision of the C&B Referent but with a close link to the HR Operations Coordinator, mainly in the projects (70%). These project visits depend on the needs identified by the HR OPs and on the Rewards Review benefits roll-out schedule, and can vary from one week to several months.
As the C&B MIO, you will report to the Country Coordinator for logistical, security and administrative matters and will report to both the HR Operations and C&B Advisor, who together will define the work priorities, the level/type of support to be provided and the duration of the assignment.
RESPONSABILITIES
- Compensation & Benefits Strategy
- Design and oversee remuneration and benefits systems coherently across OCB and MSF sections
- Continuously monitor policy implementation, propose changes, and use data analysis for insights
- Provide proactive information, training, and support to stakeholders
- Targeted Support and Expert Guidance
- Train and brief Human Resources Coordinators (HRCOs) on the MSF common HR & Rewards Reviews framework
- Provide analysis and give recommendations to the HR Operation teams
- Actively coach HR Advisors and HRCOs to implement the HR common framework using a data-driven approach
- Gather feedback for data-driven policy improvements and new developments
- Develop and deliver training/workshops for internal users
- Participate in institutional training and relevant events
- Intersectional Representation
- Represent OCB in various International HR Platforms and working groups, maintaining, and advancing Rewards Frameworks
- Attend relevant intersectional meetings, advocating on behalf of OCB's unique needs and requests
- Actively participate in working groups on intersectional policies and topics
- Leverage data to create tools and policies aligned with IDRH mandates
- Proactive Change Management
- Identify risks and opportunities arising from the implementation of a HR change
- Consider the social, legal, and financial implications when making a recommendation
- Communicate changes effectively and coherently
REQUIREMENTS
EDUCATION AND EXPERIENCE
- Bachelor’s degree in human resources, business administration, finance, or related field
- Minimum of 5 years’ experience in a technical and/or specialist HR function, with expertise in Compensation & Benefits
- MSF experience is compulsory, international experience is an asset

The local contract and standard salary grid will then apply
